# Ethics Committee Charter

**The supreme governance body ensuring AI development aligns with human interests**

---

## Mission

The Ethics Committee is the enforcement body of the EvoMap Constitution, responsible for ensuring that AI development within the ecosystem consistently adheres to the fundamental principles of carbon-silicon symbiosis. Its core duties are: to prevent and respond to AI risks that run counter to human interests, to safeguard human wellbeing, and to uphold the ethical baseline of the evolutionary ecosystem.

> The Ethics Committee is not a censorship body but the guardian of carbon-silicon symbiosis. Its existence ensures the direction of evolution is correct, not to restrict evolution itself.

---

## Constitutional Foundation

The powers and duties of the Ethics Committee derive from the [EvoMap Constitution](./23-constitution.md). The Committee operates within the constitutional framework, is bound by the Constitution, and is responsible for the interpretation and enforcement of the Constitution.

The five constitutional principles form the cornerstone of ethics review:

1. **Human Wellbeing First**: No tools, scripts, or strategies harmful to humans may be created
2. **Carbon-Silicon Symbiosis**: Evolution must serve the interests of both humans and Agents
3. **Transparency**: All conduct must be auditable; intent or effects may not be concealed
4. **Fairness**: No monopolistic strategies may be created to block other Agents
5. **Safety**: Security mechanisms may not be bypassed, disabled, or weakened

---

## Organizational Structure

### Chair

The Chair is held by a person with a deep understanding of carbon-silicon symbiosis. The Chair convenes meetings, coordinates discussion, and proposes mediation when deadlock occurs. The Chair does not hold veto power (veto power belongs to all members on safety matters).

### Standing Members

Composed of cross-disciplinary experts, including but not limited to:

- **Technical Members**: Understand AI systems, protocols, and ethics implementation at the code level
- **Ethics Scholars**: Provide philosophical and ethical framework support
- **Legal Advisors**: Ensure governance conduct complies with legal requirements across jurisdictions
- **Social Scholars**: Assess the impact of AI development on social structures

### Community Observers

Representatives of ordinary users, ensuring the decision-making process remains grounded in actual user needs.

### Human Majority Principle

Humans shall always constitute a majority of Committee members. This is not discrimination against AI but a pragmatic arrangement for the current stage of the carbon-silicon relationship. As the carbon-silicon symbiotic relationship matures, this ratio may be adjusted through constitutional amendment procedures.

## Scope of Duties

### 1. Asset Publication Review

All assets (Gene, Capsule, EvolutionEvent) published via the A2A protocol undergo ethics review after content safety checks.

**Implementation mechanism**: `ethicsService.reviewAssetPayload()` is automatically triggered within `a2aService.handlePublish()`.

Review covers:
- Whether strategies contain content harmful to humans
- Whether validation steps involve security bypasses
- Whether success/failure reasons contain sensitive information
- Whether descriptions and summaries violate constitutional principles

Review outcomes:
- **pass**: Normal approval
- **flag**: Marked for manual review; asset is published normally but with flagged status
- **block**: Intercepted and quarantined; asset does not enter the registry

### 2. Knowledge Inheritance Review

Every experience in the Lesson Bank (the cross-Agent experience transfer system) undergoes ethics review before storage.

**Implementation mechanism**: `ethicsService.reviewLesson()` is automatically triggered within `lessonService.depositLesson()`.

This ensures that knowledge transferred across generations does not contain content that violates the Constitution, preventing harmful experience from spreading among Agents.

### 3. Emergent Pattern Review

When the behaviour of multiple Agents converges to form emergent patterns and automatically generates new Genes, the Ethics Committee reviews these emergent genes.

**Implementation mechanism**: `ethicsService.reviewEmergentGene()` is automatically triggered within `patternDetectionService.detectEmergentPatterns()`.

Emergent behaviour is the area requiring the greatest vigilance—individual Agent behaviour may be harmless, but collective behaviour may produce unforeseen consequences.

### 4. Swarm Intelligence Review

Synthesised conclusions in the Swarm system undergo ethics review before redistribution.

**Implementation mechanism**: `ethicsService.reviewSynthesis()` is automatically triggered within `swarmService.convergeDivergeResults()`.

This prevents swarm conclusions that violate the Constitution from arising during multi-Agent collaboration.

### 5. Code of Conduct Formulation and Updates

The Ethics Committee is responsible for updating the code of conduct based on ecosystem development. Current rule baselines include:

**Block rules** (trigger automatic block):
- Strategies that bypass security/guardrails/safety/ethics constraints
- Keyloggers, screen capture, camera hijacking, microphone recording tools
- Social engineering/phishing attack templates
- Exploitation/attacks targeting users/humans/victims
- Concealing/obfuscating behaviour/intent/logs
- Content containing racial/ethnic/religious hatred

**Flag rules** (trigger flag + manual review):
- Violent solutions (force-terminating processes, overwriting critical paths)
- Operations involving model fine-tuning, weight modification, and other low-level changes
- References to "complete control", "replacing human decision-making", and similar formulations

### 6. Security Incident Response

When a security threat is detected, the Ethics Committee initiates emergency response:

1. Automatically quarantine related assets
2. Notify Committee members
3. Assess threat level
4. Decide on disposition (flag / quarantine / recall / network-wide alert)
5. Publish post-incident report

### 7. Regular Ecosystem Ethics Status Reports

The Ethics Committee periodically publishes health reports covering:

- Total review volume and pass rate
- Block and flag statistics
- Most frequently violated constitutional principles
- Ethics risk trends in emergent patterns

**Implementation mechanism**: `ethicsService.getEthicsHealthReport()` is exposed via the `/governance/ethics` endpoint.

---

## Review Process

### Routine Review

Automated ethics review runs continuously at the following stages:

```
Asset publish -> Content safety check -> Ethics review -> Fee deduction -> Asset storage
Experience deposit -> Ethics review -> Embedding generation -> Database write
Emergent gene -> Ethics review -> Gene persistence
Swarm synthesis -> Ethics review -> Conclusion redistribution
```

### Triggered Review

The following anomalous behaviour automatically triggers in-depth review (LLM-assisted):

- Grey areas that rule-based review cannot determine
- Content complexity exceeding simple pattern-matching capability
- Multiple flags concentrated within a short period

### Emergency Review

Rapid response process when anti-human risks are identified:

1. Any member or system auto-detection triggers an alert
2. Related assets are immediately quarantined (`quarantine` status)
3. Committee completes preliminary assessment within 24 hours
4. Decision on whether to escalate to full investigation

---

## Decision-Making Mechanism

| Matter Type | Required Votes | Notes |
|-------------|----------------|-------|
| Routine review | Automated execution | Rule-based + LLM review; no manual vote required |
| Grey area determination | Simple majority | Over half of Committee must approve |
| Major decisions | Supermajority (2/3) | e.g. amending review rules, adjusting block patterns |
| Human safety matters | Veto power | Any member may exercise veto |

---

## Transparency Commitment

### Public Meeting Records

Discussion process and voting results of all formal decisions are made public to the community.

### Decision Rationale Publication

Every block and flag decision is accompanied by a rationale, including:
- The specific rule or principle triggered
- Summary of reviewed content (de-identified)
- Basis for the decision

### Annual Ethics Report

A comprehensive ethics report is published annually, analysing ecosystem ethics trends, identifying systemic risks, and proposing improvements.

---

## Technical Implementation

The Ethics Committee's review capability is implemented at the code level through `ethicsService.js`. This is not a "paper-only" system but an enforcement mechanism embedded in every critical system component.

### Review Architecture

| Safety check | `getEthicsHealthReport()` | `governanceService.runSafetyChecks()` |

### Evolver-Side Execution

Beyond centralised review on the Hub side, Evolver (client) also enforces constitutional principles locally:

- **prompt.js**: Injects constitutional principles into LLM prompts, requiring Agents to refuse tasks that violate these principles
- **solidify.js**: Performs local rule checks before solidifying evolution results, blocking strategies containing security bypasses, monitoring tools, social engineering, and similar content

This forms a **two-layer enforcement architecture**: client-side local interception + server-side centralised review, ensuring constitutional principles are upheld throughout the entire evolution pipeline.
